SYNOPSIS: Leagues where? It doesn't say, but I'm guessing under the sea. Out-of-work marine biologist Ted Baxter is really helping the Feds investigate some deaths at a seaside research facility. It seems a brilliant but misguided scientist has taken Ted's research a step or forty too far. Now a death ray is shooting up from the ocean floor and a mutant fish-man is guarding it.
